Colorado HB 1328, Prohibiting Restraint & Seclusion for Specific Purposes

Pending Colorado HB 1328 prohibits the use of restraint and seclusion on individuals, particularly youths, detained by local or state agencies for the purposes of:
- punishment
- sanction
- retaliation
- a component of a treatment plan
- protection, except in the case of demonstrated emergencies
